According to a report from the China Chlor-Alkali Industry Association on December 26, the association has released a draft titled “Safe Access Conditions for the Caustic Soda Industry (Draft for Soliciting Opinions)â€. This document outlines strict requirements covering the layout of production facilities, equipment and process standards, safety measures, storage and transportation, safety standardization, responsibilities, and supervision. These new rules are expected to be officially launched next year, significantly raising the entry barriers in the caustic soda sector.
Industry insiders believe that these stricter regulations will help consolidate the market by strengthening the position of leading companies and accelerating the reshuffling of smaller or less compliant players. The new guidelines also emphasize the use of ion membrane technology for all new, expanded, or relocated caustic soda projects. Existing facilities using older methods—except those involved in resource recycling—will no longer be eligible for license renewals after January 1, 2016.
In terms of location, new caustic soda enterprises must comply with the “Chlorine-Alkali (Caustic Alkali, PVC) Industry Access Requirements†and should be situated within industrial parks or designated zones approved by local governments. Projects located in such areas must meet the sanitation plant protection distance standards and align with broader land-use planning. Companies not currently in these zones are required to plan for relocation or closure by the end of 2015.
Looking ahead, the tightening of entry conditions is seen as a positive development for the long-term stability and growth of the industry. Despite challenges like reduced demand, tight logistics, capital withdrawal, and stable exports, analysts expect a gradual recovery in the medium term.
