The "Twelfth Five-Year" Development Plan for Architectural Ceramic Industry

I. Development Status During the “11th Five-Year Plan” period, great changes have taken place in China's building sanitary ceramics industry, and it has become the largest producer, consumer, and exporter of sanitary ceramics in the world. Output and efficiency have maintained a relatively rapid growth. In 2010, the output of building ceramic tiles reached 7.8 billion square meters, and the output of sanitary ceramics was 170 million pieces, with an average annual increase of 13.2% and 15.7% respectively. Enterprises above designated size realized sales income of 290 billion yuan and profit of 23 billion yuan, with an average annual increase of 27.1% and 34.8%.

Industrial technology has been improved. The production technology of large-scale, energy-efficient kilns, polished tiles, and large-scale architectural ceramic sheeting has reached the world's advanced level, and water-saving sanitary ceramics production technologies are increasingly perfected and promoted. The industrial structure has been significantly optimized. The overall structure of the product from the middle and low to the high overall development of low to meet the different levels of consumer demand. More than 30 unique ceramic production areas have been formed, and ceramic production has risen rapidly in the central and western regions. A large number of powerful companies have grown rapidly, accelerating their pace of integration with the international community.

Great progress has been made in energy conservation. The comprehensive energy consumption of building ceramic unit industrial added value decreased by 25%, and the comprehensive energy consumption of sanitary ceramic unit industrial added value decreased by 21%. The export structure has improved. In 2010, the export volume of ceramic tiles reached 3.85 billion U.S. dollars and the export volume was 860 million square meters, with an average annual increase of 26% and 15%, respectively. Sanitary ceramics exported 780 million U.S. dollars, an average annual increase of 10%.

At the same time, however, the following major problems still exist in the development of the industry: First, industrial development mainly depends on scale expansion, the number of enterprises is large, and production concentration is low. Second, homogenization is serious, and the visibility of self-owned brands is not high. Most of the export products are OEM production. Third, the situation of high energy consumption and large emissions has not been fundamentally reversed.

II. Development Environment (1) Environmental Analysis During the “Twelfth Five-Year Plan” period, urbanization and the construction of new countryside provided a steady growth space for building sanitary ceramics. Residential building, public buildings and infrastructure construction, especially the rapid development of urban and rural construction in the new rural areas and central and western regions, have greatly stimulated the demand for architectural ceramic products. Economic and social development has put forward new requirements for building sanitary ceramics industry. Energy conservation and emission reduction have been related to the survival and development of the building sanitary ceramics industry. The cost of labor, land, and resources has risen, and the extensive development model has been difficult to sustain. After the impact of the international financial crisis, China's building sanitary ceramics have improved its position in the international market, but with the rise of international trade protectionism, it may also bring new challenges to international trade.

(B) Demand Forecast The demand for domestic building ceramic tiles in 2015 is expected to be approximately 9 billion square meters, and the demand for sanitary ceramics will be approximately 160 million pieces. With the export volume of products, it is estimated that by 2015, the output of building ceramic tiles will reach 9.5 billion square meters, and the output of sanitary ceramics will be about 200 million pieces.
