Pay attention to prevent the source of fire from leaving no sequelae

Since the release of the State Council's "Opinions," Anhui Province has prioritized the establishment of a special leadership group and organized intensive efforts to draft its own version of the policy. Five seminars were held, along with two written requests sent to the Provincial Development and Reform Commission and the Department of Finance. Input from provincial departments and municipal governments was collected to ensure the smooth introduction of the policy. The full text of Anhui's "Opinions" is divided into four main sections and 16 parts. The first section outlines the guiding principles, basic ideas, and overall goals for strengthening and improving fire protection. The second, third, and fourth sections focus on fire prevention, infrastructure development, and personnel security, with particular attention given to rural and community fire safety. It details the construction of the "four capabilities" and the revision of fire safety plans for key units. Eleven specific tasks, including compulsory recruitment of firefighters, procurement of equipment, and public education, are outlined. The document also proposes safeguard measures such as clarifying fire safety responsibilities, promoting innovation in social fire management, improving funding mechanisms, and enforcing strict accountability for fire safety violations.

On May 15th, Governor Li Bin chaired the 98th executive meeting of the provincial government and approved the "Opinions of the Anhui Provincial People's Government on Further Strengthening and Improving Fire Control Work." Deputy Governors Ni Faike and Hua Jianhui attended the meeting, along with representatives from 14 provincial agencies, including the Public Security Department, the Development and Reform Commission, and the Department of Education.

After listening to a report from the Provincial Public Security Department, Governor Li emphasized that fire protection is closely related to the safety of people's lives and property, as well as social stability. It is an essential task to ensure safe development and meet the needs of the people. It is also a crucial part of the government's responsibility in social management.

For future fire protection efforts, Governor Li proposed three key focuses. First, he emphasized the importance of fire prevention at the source. While continuing to invest in firefighting equipment, more attention should be given to the development of fire prevention plans and the improvement of municipal fire facilities. He urged effective measures to prevent fires from occurring in the first place. Second, he called for improved quality of equipment. Localities should tailor their equipment choices to local conditions, ensuring scientific and reasonable planning to boost operational effectiveness. He encouraged the use of technological advancements from research institutions and firefighting companies to enhance combat readiness through innovation. Third, he stressed the need for regular fire-fighting and rescue drills. A comprehensive emergency command platform and social coordination mechanism should be established, and drills should be conducted regularly to improve emergency response capabilities. A large-scale provincial-level drill will be held before and after "5.12" next year to test preparedness and response efficiency.
