The Ministry of Industry and Information Technology (MIIT) has recently released a new circular titled "Circular on the Production Statistics of Refractory Clay, Fluorite, Graphite and Other Products." This notice aims to enhance the management and oversight of China's non-metallic minerals industry by ensuring accurate and timely data collection on production activities. The initiative focuses on key materials such as refractory clay, fluorite, graphite, magnesite, kaolin, talc, and asbestos.
Under this new policy, all industrial enterprises engaged in the production of these materials—regardless of size—are required to participate in a comprehensive statistical survey. The survey covers essential details such as company information, production capacity, line output, and both production and sales figures. This data will help the government better understand the industry’s performance and make informed decisions for future development.
Manufacturers must submit their reports either annually or quarterly. Annual reports are due by March 31 of the following year, while quarterly reports should be submitted 10 days before the start of each quarter, with adjustments made for public holidays. The reporting process is designed to be direct, with companies submitting their data directly to the MIIT’s dedicated statistics mailbox. Additionally, provincial industrial authorities will receive copies of these reports to ensure transparency and consistency across regions.
By June 30, 2014, provincial industrial departments are tasked with implementing the requirements and establishing a centralized database of relevant companies within their jurisdictions. Qualified manufacturers are encouraged to actively engage in the process and appoint responsible personnel to ensure that all data provided is accurate, complete, and submitted on time.
To promote openness, the MIIT will publish industry survey data regularly, issue operational analysis reports, and provide access to professional enterprises. These efforts aim to strengthen the overall statistical system for the non-metallic minerals sector, supporting sustainable growth and regulatory compliance.
