This year's public safety budget is 9% higher than last year

The Ministry of Finance announced the central budget for 2013 on March 25th, revealing a significant increase in public safety funding compared to the previous year. The total public safety budget for 2013 reached 128.989 billion yuan, marking a 9% rise from the 2012 implementation figure of 118.346 billion yuan. This growth reflects the government's continued commitment to maintaining national security and public order.

A major portion of this increase went toward the armed police forces, which received 100.643 billion yuan—up by 9.296 billion yuan or 10.2% from 2012. The primary reasons for the rise include higher costs related to food subsidies, equipment upgrades, and housing construction for personnel. These investments are aimed at improving the operational efficiency and living conditions of the armed police units across the country.

Meanwhile, the public security budget stood at 14.355 billion yuan, an increase of 1.039 billion yuan or 7.8% over the previous year. This was largely attributed to higher spending on railway security and other essential services. The prosecution budget also saw a modest rise, reaching 354 million yuan—an increase of 37 million yuan or 11.7%. This was mainly due to additional funds allocated for investigative support and inter-agency cooperation.

However, some areas experienced reductions. The court budget decreased by 0.16 billion yuan, or 3%, to 513 million yuan, primarily due to lower capital expenditures. Similarly, the judicial budget dropped by 26 million yuan, or 11.5%, to 201 million yuan, again because of reduced investment in infrastructure projects.

In addition, the budget for private-sector police officers was estimated at 2.191 billion yuan, a 27.5% increase from the 2012 level. This was driven by rising costs associated with customs-related operations and self-employment fees. Finally, other public safety expenses were set at 1.09 billion yuan, reflecting a large increase of 978 million yuan from the previous year. These funds are typically allocated as temporary measures and will be adjusted based on policy changes and actual needs throughout the year.
