The Office of the State Council's Safety Production Committee recently issued a notice, urging all regions to learn from a series of recent construction accidents and to enhance building safety measures in order to prevent further incidents. The directive emphasizes the need for stricter oversight and stronger enforcement of safety protocols across the industry.
According to reports, on May 3, a stone arch bridge under construction in Maoming, Guangdong Province, collapsed suddenly, resulting in 11 fatalities and 16 injuries. Preliminary investigations revealed that the project lacked essential documentation, including a construction report, proper bidding processes, legal design plans, qualified construction permits, and valid supervision. During the construction phase, the support system for the arch bridge did not meet required specifications, the construction sequence was flawed, and critical materials failed, leading to the collapse. The exact cause of the accident is still under investigation.
In addition to this tragic incident, the State Council also reported on five other recent construction-related accidents:
- On April 28, a spherical tank project in Dongying, Shandong, led to the death of five workers.
- On May 1, a steel factory building under construction at the Henan Central Pharmaceutical Industrial Park resulted in three deaths.
- On May 2, a high-rise construction site in Wuhan’s Jianghan Liuqiao Project caused three fatalities.
- On May 3, the collapse of a tunnel on the Wangdong East Yangtze River Highway Bridge project led to six deaths.
- On May 5, a tunnel collapse on the Shuguang Expressway in Chongqing claimed three lives.
These incidents have highlighted serious shortcomings in the implementation of safety responsibilities, inadequate risk management, failure to thoroughly investigate and address potential hazards, weak site control, insufficient enforcement against illegal construction activities, and gaps in industry safety oversight.
In response, the State Council has called for immediate action. All localities are urged to prioritize construction safety, conduct thorough inspections of bridges and tunnels, and take strict measures against illegal construction practices. Authorities are also advised to focus on enforcing proper construction procedures, such as obtaining necessary permits and approvals. Additionally, there is a strong emphasis on conducting safety education through accident case studies, preparing for flood season conditions, identifying geological risks like landslides, and ensuring safe placement of camps, offices, and storage areas. Special attention should be given to extreme weather conditions, with operations halted when necessary to prevent further tragedies.
