In the coming days, over 100 construction sites across the region will be fully equipped with a remote video surveillance system starting from April 1st. This initiative aims to monitor key aspects such as the safety conditions at each site, the presence of on-site managers, the use of workers' protective gear, and potential hazards. The system will enable real-time online monitoring, helping to prevent safety incidents. According to Chen Qingsong, director of the Urban and Rural Construction Committee in Chongqing’s Qujiang District, this move is part of a broader effort to enhance safety standards. According to reports, Haojiang District has an annual construction volume of around 120 projects covering approximately 3 million square meters. Due to the large scale, scattered locations, and limited resources, regulatory challenges are significant. Although there were zero construction-related deaths in 2013, the overall results were not strong enough. To address this, the District Urban-Rural Construction Committee has taken a proactive approach by exploring new technological solutions to improve safety management. As part of this strategy, they have decided to implement a remote video surveillance system for all ongoing construction projects. All new housing and municipal infrastructure projects in the district, as well as those with a construction period exceeding eight months, must be equipped with remote electronic monitoring systems. Each construction site with an investment of less than 20 million yuan should have at least two monitoring points, while those with an investment above 20 million yuan must have no fewer than three. For sites aiming to be recognized as model construction sites at the municipal level, the number of monitoring points must be at least three. One of the main construction gates must be equipped with a monitoring camera, and the highest point of the site should have two 360-degree rotating high-definition dome cameras to ensure full coverage. The electronic monitoring system will focus on major risk sources, hazardous construction activities, and dust control measures. All monitoring data will be transmitted in real-time to the computers of urban and rural construction safety supervisors, enabling remote monitoring and timely responses. An on-site monitoring room will be established, along with a dedicated management system, where a responsible person will oversee the operation of the system. The rule is clear: as long as the site is under construction, the monitoring system must be active. Unauthorized shutdowns, deletions of program files, or modifications to preset system parameters are strictly prohibited. The goal is to keep the monitoring system always in optimal condition, ensuring continuous visibility on the work site. If urban-rural construction supervisors detect any safety violations—such as workers not wearing helmets, lack of safety ropes, unattended managers, or illegal commands and operations—they will immediately record evidence and notify the construction company to make necessary corrections.
