Chongqing Qianjiang Construction Site fully implements video surveillance

In the coming days, over 100 construction sites across the region will be fully equipped with remote video surveillance systems. This initiative aims to monitor safety conditions on-site, the presence of site managers, workers’ use of protective gear, and potential hazards in real time. According to Chen Qingsong, director of the Urban and Rural Construction Committee in Chongqing’s Qujiang District, this move is designed to prevent safety incidents by enabling continuous online monitoring. According to recent reports, Haojiang District has an annual construction volume of approximately 120 projects covering 3 million square meters. Due to the large scale, scattered locations, and limited resources, the regulatory pressure remains high. Although there were zero construction-related deaths in 2013, the results were not as strong as expected. In response, the district’s Urban-Rural Construction Committee has taken a proactive approach by exploring new technological solutions. They have decided to implement a remote video surveillance system for all ongoing construction projects. All new housing and municipal infrastructure projects in the area, as well as those with a construction period exceeding eight months, must be equipped with remote electronic monitoring. Each site with an investment of less than 20 million yuan must have at least two monitoring points, while sites with investments over 20 million yuan must have no fewer than three. For sites aiming to be recognized as civilized construction sites at the municipal level, the number of monitoring points must be at least three. One of the main construction gates must be fitted with a camera, and the highest point of the site should have two 360-degree rotating high-definition dome cameras to ensure full coverage of the site. The electronic monitoring system will focus on major hazard sources, high-risk construction activities, and dust control measures. The collected data will be transmitted in real time to the computers of urban and rural construction safety supervisors, allowing for remote monitoring and quick responses to any issues. Each construction site must also set up an electronic monitoring room and establish a management system. A responsible person must oversee the operation of the system, ensuring that it is always active whenever work is taking place. Unauthorized shutdowns, deletions of system programs, or alterations to preset parameters are strictly prohibited. The goal is to maintain optimal camera performance and visibility on the construction site at all times. If urban-rural construction supervisors detect violations such as workers not wearing helmets, lack of safety ropes, unattended managers, or unsafe practices like illegal commands or operations, they will immediately record evidence and notify the construction company to make corrections. Failure to rectify within the specified time will serve as grounds for legal penalties.
