China-Europe Photovoltaic Negotiation Accelerates Industry Reshuffle

According to some of the disclosed information, the bottom line of China's PV products exported to the EU will be 0.55-0.57 EUR/W, and the export limit will be around 7GW, which will at least keep 60% of the EU market share.

In the face of this consultation that both parties are satisfied but not too satisfied, both China and the EU have begun plans for the next step. Chinese companies are studying how to allocate nearly half of their market quotas. The main promoters of the China-EU photovoltaic trade warfare expressly opposed China-European price-compensation scheme and said it will appeal to the EU Court of Justice in Luxembourg.

95 photovoltaic companies divide 7GW quota

Recently, the European Commission officially voted on China-EU PV price commitment program. European Commission Trade Commissioner De Gucht asked the European Commission to accept the Sino-European PV price commitment program on August 2 while arguing that he has not succumbed to the Chinese pressure.

De Gucht stated that he has been following two principles when negotiating with China: Firstly, it will not let China's dumped products cause harm to the European solar panel industry; Second, it will avoid shortage of photovoltaic products in the European market or supply to downstream industries. Consumers have a negative impact. This means that the price commitments reached by China and the EU will only apply to meet the annual number of European markets. The part of the photovoltaic export products that exceeds will still have to pay a high anti-dumping duty with an average tax rate of 47.6% starting from August 6.

At the same time as the price commitments, there are commitments on export quantity. According to a number of people familiar with the negotiation process, the number of exports will be limited to 7-8 GW. Last year, China exported as many as 12 GW of PV modules to the EU market. It is not easy to cut it.

The reporter learned from some enterprises that there are big differences in the current distribution plan, and each company is actively submitting the expected distribution plan to the Electrical and Mechanical Commerce Chamber of Commerce.

A person familiar with the negotiation process disclosed that, according to the trade rules, the 7GW export quota should only be divided among the 95 PV companies participating in the price commitment negotiations. The specific ratio may refer to the historical records and recent numbers of EU exports from various companies. New energy industry analysts believe that the small and medium photovoltaic companies that did not participate in the negotiations are most affected by price commitments and export volume restrictions, but this negotiation has also accelerated the industry reshuffle.

European Photovoltaic Manufacturers Union Appeals Protest

In the case of China's slight fear of accepting a basic victory in price-compensation negotiations, representatives of the EU's PV manufacturing industry expressed great dissatisfaction with the compromise of the European Commission.

EUProSun is the European Photovoltaic Manufacturers Consortium that initially promoted the European Commission's investigation into the existence of anti-dumping actions in China's photovoltaic products. Recently, it has filed a lawsuit in the European Court on a price-compensation agreement between China and Europe, stating that the minimum price commitments and export quota measures violate the Basic Anti-dumping Law. ” Corresponding regulations, this is an authorization to sell dumping prices.

However, De Gucht dismissed this anger in his recent statement. He said that when the price commitment begins to take effect, those Chinese exporters who have not participated in price commitments will increase the anti-dumping duty rate from the current 11.8% to 47.6%. These products account for 30% of China's current total exports.

According to another report by Reuters, the European Commission is investigating a German consulting company called Europressedienst, which provided data to help the EU file an allegation that Chinese companies are dumping PV panels in Europe at below-cost prices. Today, these data have been questioned by EU companies engaged in the installation of solar energy systems and believe that they may be used to exaggerate the production capacity of EU PV modules.
