(2) The products produced by the wind turbine manufacturers shall meet the performance requirements of the wind turbines for the Wind Power Grid-Connected Technical Standards. (3) The wind turbine manufacturer should establish a complete product supply chain and after-sales service system to ensure product performance and quality. (4) The wind turbine generator production enterprise shall carry out the reconstruction and expansion, and shall have the conditions for the pre-acceptance of the 200 MW wind turbines through the wind farm for 240 hours. Fourth, technological progress (1) Strictly restrict the production of wind turbine generators with a single unit capacity of less than 2.5 MW or purchase production licenses. (2) Wind turbines produced by wind turbine manufacturers should adopt advanced technologies and processes such as pitch and shift, and be in line with international standards for similar products. (3) Wind turbine generator enterprises should give priority to the industrialization of wind turbines with independent capacity of 2.5 MW and above with independent intellectual property rights; priority should be given to the industrialization of offshore wind turbines. (4) Wind turbine generators should increase their investment in product research and development, and the proportion of research funding to sales revenue should be no less than 5%. (5) Wind turbine generating enterprises should strengthen personnel training and reserve, build a technological innovation platform, and improve independent innovation capabilities. 5. Energy conservation, environmental protection and comprehensive utilization of resources (1) When a wind turbine production enterprise newly builds or rebuilds a wind power production project, it shall strictly implement the Environmental Impact Assessment Law and submit an environmental impact assessment document to the environmental protection administrative department with the power of examination and approval according to law. In accordance with the requirements of environmental protection “three simultaneous†construction projects supporting the construction of environmental protection facilities, the project shall be applied for environmental protection acceptance. (2) The energy efficiency indicators and noise indicators of wind turbine generators manufactured by wind turbine manufacturers shall meet the national and industry standard limits. (3) The wind turbine manufacturer shall not use the backward mechanical and electrical equipment that has been explicitly eliminated by the state in the manufacturing process of the wind turbine. It shall not adopt the production technology prohibited by the state, and shall not use materials that have been eliminated by the state within a time limit. (4) The recycling rate of production water for wind turbine generators should reach or exceed 90%, and the recycling rate of solid waste generated in the production process should reach more than 85%. 6. Safe production and labor security (1) Wind turbine production enterprises shall abide by the laws and regulations such as the "Safe Production Law" and the "Occupational Disease Prevention and Control Law" and implement national or industrial standards for ensuring safe production.
